It is also the fact that out of around 200 countries in the world, only 26 countries are federal states which speak volume about the pervasiveness of the federal form of governance over the world.
Dr. Bhimarjun Acharya, a leading constitutional expert in Nepal, cited the instances of Nigeria, Sudan, Belgium and Ethiopia- four countries in the world that have transformed from unitary to federal state but remained chaotic.
From the very beginning, Dr. Acharya has been a staunch critic of federalism and has publicly stated that federalism will not be a success in Nepal. Interestingly, based on his policy research and the emerging chaotic situation in the country, it would not be wise to belittle his argument.
